MADD Honors Its Own And Celebrates Lifesaving Work

(September 9, 2006) – A fitting conclusion to a three-day conference to further its lifesaving mission, Mothers Against Drunk Driving (MADD) recognized its brightest stars for their year-long, selfless contributions at the President’s Dinner and Awards at the Anaheim Marriott Hotel. MADD National President Glynn Birch, in front of an audience of more than 500 activists from across the country, honored 19 activists and entities for their outstanding work to stop drunk driving, support the victims of this violent crime and prevent underage drinking. A special award was presented to Miss America 2006 Jennifer Berry for her dedicated service as a five-year volunteer for MADD Oklahoma and as a MADD national spokesperson.

“MADD’s dedicated volunteers and staff are shining examples of the commitment this organization has to saving lives and protecting our roadways,” says Birch. “I am honored to be able to help celebrate their lifesaving work.”

Bob Marlowe of MADD Orange County, Calif., received the prestigious trong>MADD Golden Achievement Award, the highest award given to a MADD volunteer. Marlowe has been a MADD law enforcement liaison for more than 15 years volunteering nearly 800 hours each year. He forged strong partnerships between Orange County law enforcement and MADD that earned him extensive accolades from three local chiefs of police. His activities last year included delivering over 60 presentations on MADD’s behalf at schools and business also to the prestigious International Association for Chemical Testing at their annual conference. His speeches have often inspired many audience members to send donations to MADD.

trong>Kristen Allen, Manager of Victim Services for MADD Florida, received the 2006 trong>Robert C. Shearouse Employee of the Year Award for her service as both acting executive director of MADD Florida in addition to her duties as manager of victim services for the state. Allen worked tirelessly with volunteers to keep them focused on the goals of MADD and helped the state office maintain services and programs until a new executive director was selected. During her tenure she also helped plan a very successful state meeting, a luncheon honoring law enforcement for 100 or more DUI arrests and a candlelight vigil.

Brenda Altman Heart of MADD Award for Victim Assistance: Jan Withers, Upper Marlboro, trong>Md. – Withers, whose daughter was killed by a drunk driver, has worked to inspire hundreds of victims/survivors. She established a comprehensive network of attorneys, parole commissioners, professional counselors, and police officers in Maryland to help solve victim issues with the justice system. She also facilitates a support group out of her home and provides training for MADD Victim Assistance Training Institutes nationwide. This year the Heart to MADD award was named in honor of MADD volunteer and former member of the MADD National Board of Directors Brenda Altman of Roanoke , Va. for her longtime and tireless work on behalf of victims/survivors. She received a special recognition award to commemorate its naming.

Outstanding Law Enforcement Award, Individual: Deputy James Flessa, Cole County Sheriff’s Department, Mo. – The witness to a gruesome fatal crash caused by a drunk driver, Flessa became a passionate advocate for DWI enforcement adopting a “zero tolerance” stand. He regularly uses his own vacation time to attend a variety of sobriety training and supervisory courses, is certified on BAC machines and is the only deputy in his county with a Portable Breath Tester. His efforts have resulted in a lifetime DWI conviction rate of over 99 percent, losing only one DWI case in his law enforcement career.

trong>Outstanding Law Enforcement Award, Agency:

trong>Fresno trong>, trong>Calif. trong>Police Department – In just one year, the department implemented a highly successful special enforcement program that reduced alcohol-related crashes in the city by 25 percent. The department created a full-time DUI Squad of 26 officers to conduct saturations, roving patrols, and frequent sobriety checkpoints. The squad also trained its 700-member department in DUI detection and Standard Field Sobriety Tests.

trong>National Criminal Justice Award, Prosecutor category: Kimberly Overton, trong>Raleigh trong>, trong>N.C. – A prosecutor fellow for the National Association of Prosecutor Coordinators and the National Highway Traffic Safety Administration, Overton traveled across the nation evangelizing traffic safety and prosecutors’ role in the general deterrence model. Her advocacy included authoring an article for the National Traffic Law Center on the importance of trained Traffic Safety Resource Prosecutors to securing DUI convictions that resulted in several states adding a Traffic Safety Resource Prosecutor.

trong>Criminal Justice Award, Judge category: Judith Nakamura, Albuquerque, N.M. – As Chief Judge of the Albuquerque Metropolitan Court, Nakamura presides over 10,000 cases a year while also leading the way for creative court structuring and sentencing that created a two-court system for DWI cases with one court for first- time offenders and a second for repeat offenders. These courts have led to a significant drop in recidivism making the New Mexico a model for other states to follow.

trong>Criminal Justice Award, Court Monitor category: Arkie Koehl, trong>Honolulu trong>, trong>Hawaii – A board member for MADD Hawaii and chairman of their Public Policy committee, Koehl also volunteers for the chapter’s court monitoring program. His efforts have cultivated relationships with prosecutors, defense attorneys, court personnel and DUI judges, which caused one Honolulu district court judge hearing DUI cases to seek him out to express concern about a flaw in the high BAC bill that had just been passed by the 2006 legislature.

trong>Jean Moorhead Duffy Award Legislation Award: Ron Bersani, Marshfield, Mass. – After the drunk driving death of his 13-year-old granddaughter Melanie Bersani, he launched a campaign in the state of Massachusetts to shore up the state’s formerly miserable drunk driving laws. His lobbying efforts resulted in Melanie’s bill, which became Melanie’s law on October 28, 2005 . The law includes provisions such as a tough ignition interlock program as well as child endangerment provisions; a new crime for those operating under the influence while already suspended for OUI with a mandatory minimum sentence of 1 year; increased penalties for chemical test refusal; and enhanced charges and sentences for repeat offenders.

trong>Excellence in Diversity Award: trong>MADD trong>Mid-Ohio trong>Valley trong>Office – The office held the first evertrong>“Rally for Victim Rights” to address the issue of better assisting and educating of minority crime victims about the services available to them. More than 200 gathered for this successful event which was then recognized by the Ohio Attorney General’s office with a Promising Practice Award. The event organizers also secured $5,000 in free airtime on local radio stations where they spoke about crime victimization and minority outreach.

trong>Fundraising Achievement Award: MADD trong>North Texas trong>Affiliate – This affiliate’s 3rd annual Strides for Change walk attracted over 2,500 walkers raising approximately $120,000. One month later, the affiliate hosted a bike rally with 320 cyclists raising close to $10,000. Their MADD Matters event raised $12,000. This fall the affiliate will launch its first ever Shifting Gears Road Rally, where they have already secured $10,000 in sponsorship donations.

trong>MickySadoff Drunk Driving Prevention Award: Bill Tackett, Prosecutor, Cole County, Mo. – Boasting a perfect DWI conviction record, Tackett instituted a dramatic change in his plea offer structure concerning DWIs by requiring ignition interlocks on all offender cars with a .16 BAC or higher and instituting a no dismissal policy. He also took his message to the Missouri legislatures, testifying before both chambers, and working directly with the Speaker of the House and Senate Majority Floor Leader to create tougher drunk driving laws.

trong>MickySadofftrong> Underage Drinking Prevention Award: MADD trong>Massachusetts – This charter focused on preventing underage drinking and as a result, now has a Youth in Action program that is widely regarded as the national model. Last year, this office placed school assembly shows in 139 schools, trained 33 teachers to use the Protecting You/ Protecting Me curriculum in their schools, and placed AlcoholEdu for High School in 13 high schools. They also worked with local organizations to engage the head of the Massachusetts Bay Transportation Authority in discussions regarding increased restriction on alcohol advertisements on public transportation that resulted in changes in advertising placements.

trong>High School Youth Activist of Year: Amanda Sopko, Palm City, Fla. – Inspired by the death of a friend to an underage drunk driver, Sopko volunteered her evenings to assist with local law enforcement to act as an investigative aid and conduct compliance checks. She also acted as the MADD Youth In Action President for her local chapter.

College Youth Activist of the Year: Alyshia Inks, Slippery Rock University, Slippery Rock, Penn. – The founder of a UMADD group at her university, Inks worked tirelessly to engage individuals both on and off campus in effective alcohol prevention strategies by establishing liaisons with the captain of the local police department as well as the captain of the university police department. She participated and organized several roll call briefings with the law enforcement community, organized and hosted a successful law enforcement recognition event, and conducted and implemented several alcohol purchase surveys to determine the ease of accessibility of alcohol for minors at the local retail outlets. Inks also started to volunteer with her local MADD chapter at Victim Impact Panels and recently attended a Victim Assistance Training Institute.

Hingson Research in Practice Award: The Centers for Disease Control and Prevention (CDC) Task Force on Community Preventive Services, Dr. Ruth Shults, Dr. Randy Elder and Dr. David Sleet – This research team produced three important studies that helped MADD affect significant public policy changes: their sobriety checkpoint review showed that checkpoints consistently reduce alcohol-related crashes and the fatalities and injuries related to those crashes; and they reviewed and consolidated the evidence on .08 blood alcohol concentration laws and the findings from this review showed that lowering the BAC for drivers from .10 to .08 significantly reduced alcohol-related traffic deaths by about 7 percent nationwide. These results were integral to getting state legislatures in all 50 states to adopt this lifesaving standard. The researchers also conducted a study on children killed in alcohol-related crashes which found that two out of every three children killed in alcohol-related crashes were riding with a drinking driver. MADD’s own Child Endangerment Report was based largely on the CDC findings and since that report, six states have created or improved their child endangerment laws.

trong>Level One Chapter of the Year Award: MADD Cherokee County Community Action Site, Georgia – This group successfully implemented several MADD core programs in 2005 including running a victim impact panel on a monthly basis, maintaining excellent relationships with their local and state law enforcement agencies, regularly conducting roll call briefings, hosting local recognition events, assisting with sobriety checkpoints, and actively monitoring local courts.
