GENERAL DESCRIPTION:
Serves as the focal point for all compliance activities for MADD relating to government grant funded opportunities and programs. Establish, implement and oversee a compliance program which provides for regular audits and ensures the appropriate checks and balances are in place to ensure that MADD is in compliance with federal, state and local regulatory requirements for non-profit organizations. Serve as a resource to the Finance department and Field Relations.
ESSENTIAL POSITION FUNCTIONS:
- Assist in the developing and continual enhancement of financial systems, including policies, procedures, practices, and information systems regarding grants recording and compliance.
- Maintain a public grant reporting calendar.
- Support OMB A-133 Audit, grantors’ audits and state monitoring site visits. Review and manage the preparation of the SEFA schedule.
- Ensure effective internal controls for grant accounting, compliance and reporting. Identify risk management issues and prepare recommendations for compliance to management.
- Review and approve grant related journal entries, as needed.
- Review selected financial reimbursement requests before submission to the grantor.
- Perform grant proposal review before submission to the granting agency to ensure maximum cost recovery, consistency of budgets and key grant terms on all grants and awards.
- Monitor and review selected grants for compliance with policies and procedures.
- Prepare monthly and quarterly management reports regarding the timeliness, accuracy and compliance of filing the grant reports.
10. Keep abreast of all current regulations affecting grants.
11. Develop and provide training to staff and volunteers on all aspects of grant administration procedures. Ensure that all MADD offices are aware of the appropriate state and federal regulations for compliance.
12. Assist in tasks required by outside consultant in developing indirect cost rate. Maintain indirect cost rate and serve as agency contact.
13. Perform other duties as assigned.
POSITION REQUIREMENTS:
1. Bachelor’s degree in Accounting from an AACSB-accredited school of Business; CPA or CPA-candidate preferred.
2. Five+ years experience in financial analysis, financial management and not-for-profit accounting.
3. Demonstrated experience in monitoring complex grant budgets, managing government grants and reporting (including A-133) and applying accounting principles.
4. Proficiency in MS Office products (Excel, Word, and PowerPoint) and ability to work with standard accounting packages - advanced MS Excel user preferred.
5. Strong communications skills (written and oral); ability to communicate in a diplomatic, friendly, yet effective manner with all levels of employees.
6. Ability to solve problems creatively in order to meet organizational goals and objectives.
7. Ability to manage multiple projects and deadlines and complete items on time. Independent judgment and the ability to work with little supervision are necessary.
