This November 30th will mark the one year anniversary of the Campaign To End Drunk Driving:
Successful enforcement crackdowns during holidays
Three states (AZ, IL, LA) have enacted interlock legislation.
MADD and its affiliates have been critical to the success
CAMPAIGN TO ELIMINATE DRUNK DRIVING:   FOUR ELEMENTS
  • Full implementation of current alcohol ignition interlock technologies
  • Intensive high-visibility law enforcement
  • Development of advanced vehicle-based technology
  • Mobilization of grassroots support

Ignition Interlock Legislation

Targeting
All convicted drunk drivers
Includes first time offenders at .08 or above
Voluntary administrative program
Short hard license suspension period
Offender chooses either more hard suspension or interlock restricted license
Mandatory judicial program
If the device is on administratively, credit is given for time on the device
If not, time starts from day one
Mandatory administrative program
If a mandatory interlock is not ordered by the court, it can be imposed by the administrative agency upon license reinstatement

All interlocks used should be:
  • Alcohol-specific
  • Require running retests
  • Have a set point of .02 BAC
  • Comply with all NHTSA standards
Interlocks should continue on the vehicle until an offender can demonstrate sober driving for a period of time that indicates a behavior change
If the person fails, the interlock period should be extended
