In 2007, the office of the Surgeon General of the United issued  The Surgeon General's Call to Action To Prevent and Reduce Underage Drinking This publication recognizes that “underage alcohol use remains a major public health and safety problem … creating serious personal, social, and economic consequences for adolescents, their families, communities, and the nation as a whole.”
