Arkansas has seen a 27 percent reduction in drunk driving fatalities since the 2009 law requiring ignition interlocks for all convicted offenders went into effect. MADD urges lawmakers to close the loopholes that exist to ensure that offenders cannot opt out of an ignition interlock order. Arkansas lawmakers also need to focus on implementing a no-refusal program .
